BPT is the most overlooked. It pays RM500/month directly to whoever is caring for a bedridden family member at home. It's not charity — it's the government recognising that family carers do real work. The money goes to the carer, not the patient, and doesn't affect any other aid the patient gets. If your parent can't move without help, check BPT first.

PAWE centres are also underused. A mobile but lonely parent can attend free, Monday to Friday. Regular social activity is one of the best ways to slow cognitive decline and reduce depression — both major reasons families end up needing a nursing home sooner.

Who qualifies

  • Malaysian, aged 60+
  • Household income within the hardcore poverty line (Garis Kemiskinan Tegar) — roughly RM1,169/month in Peninsula, RM2,018 in Sabah/Labuan, RM1,785 in Sarawak for a 3-person household (EPU figures)
  • Living at home — not in a government home or hospital
  • Not already in another JKM residential programme

  • Fill in Borang Permohonan Bantuan Am (at the office or online portal)
  • Bring: MyKad (and photocopy), proof of income, bank details. No bank account? BSN can open one on the spot.

🤝
Bantuan Penjagaan Terlantar (BPT) — Bedridden Carer Allowance

RM500/month Paid to the Family Carer

RM500 per month, paid to the carer — not the patient — verify current rate at jkm.gov.my →

Who qualifies

  • You are Malaysian, caring full-time at home for a family member (spouse, parent, child, sibling) who is bedridden or severely disabled
  • They can't bathe, dress, eat, or use the toilet on their own — usually from stroke, dementia, cancer, or severe disability — and a doctor's letter confirms this
  • They live at home, not in a nursing home or hospital
  • Household income usually below RM3,000–RM5,000/month. JKM looks at total expenses too — heavy care costs can push the limit higher.

How to apply

  • Get a doctor's letter confirming the diagnosis and bedbound status first — this is the most common missing document
  • Visit your nearest JKM district office (find your office). BPT isn't online — a home visit is required.
  • Bring: MyKad (carer + patient), doctor's letter, proof of household income
  • A JKM officer visits to verify. If approved, RM500/month goes to the carer's bank account.

🏛️
Pusat Aktiviti Warga Emas (PAWE) — Government Senior Activity Centres

Free Government Day Centres for Mobile Seniors — Nationwide

Free no charge to attend; centres in every state — find your nearest at jkm.gov.my →

What PAWE offers

  • Exercise — morning workouts, light aerobics, stretching
  • Social time — group activities, friends, events
  • Arts & crafts — painting, weaving, gardening, cooking
  • Health checks — some centres do blood pressure and basic screening
  • Meals — many centres serve subsidised meals
  • Open Mon–Fri, 8am–5pm

Who qualifies & how to find one

  • Malaysian aged 60+
  • Stable and mobile — can travel to the centre alone or with family
  • No income limit — open to everyone
  • Find your nearest centre at www.jkm.gov.my (search "PAWE") or call 03-8000 8000
  • Register at the centre — bring MyKad and a passport photo

What PAWE can't do

PAWE is for social activities, not medical care. Centres can't handle dementia with behavioural issues, incontinence, or daily medical procedures. If your parent needs medical supervision during the day, you'll want a private day care centre — see our facility directory.

🏠
Program Khidmat Bantu Di Rumah (KBDR) — Home Help Volunteer Service

Free Trained Volunteers Who Visit Your Parent at Home

Free trained JKM volunteers visit the home; coverage varies by district

What KBDR volunteers help with

  • Bathing, grooming, oral care
  • Cooking and feeding
  • Medication reminders
  • Light housekeeping
  • Company and conversation
  • Trips to bank, market, clinic
  • Escort to medical appointments
  • Basic physio (if the volunteer is trained)

Who qualifies & how to apply

  • Aged 60+ or has a disability (OKU), living at home
  • Limited family support (family working, far away, or elderly themselves)
  • KBDR operates in your district (coverage varies)
  • Contact your nearest JKM district office (find your office) or email pro_jkm@jkm.gov.my
  • A JKM social worker will visit and match a volunteer

What to expect

KBDR is extra help, not full care. Volunteers usually visit a few times a week, not daily. It works best alongside family care — you handle evenings and weekends, KBDR fills weekday gaps. For daily medical care, you'll need a private home nurse or day care centre.

Frequently asked questions

Yes — they go to different people. BWE goes to the elderly person, BPT goes to the carer. If a low-income parent on BWE later becomes bedridden, their carer can apply for BPT separately. Each is assessed on its own. Confirm with your local JKM office as rules vary by district.
Having a maid doesn't automatically disqualify you — JKM looks at the full picture. But if your household income is above the threshold, BPT is unlikely. KBDR is mainly for families without regular carer support.
Yes. PAWE day centres are free for any Malaysian 60+, no income limit. In Selangor, SMUE grocery aid is open to all residents 60+ — see www.yawas.my. TBP (medical aid) can also help with major medical costs even at middle incomes, depending on the condition.
About 4–8 weeks once your documents are complete and the JKM home visit is done. Payments go monthly to the bank account. Delays usually come from missing paperwork — for BPT, the doctor's letter is the most common gap. Get it ready first.
Search "Pejabat Kebajikan Masyarakat" + your district (e.g. "Pejabat Kebajikan Masyarakat Petaling Jaya"), call 03-8000 8000, or check www.jkm.gov.my. Walk-ins are fine, Mon–Fri 8am–5pm.
